Off-duty officer Miguel Delacruz recorded on his cell phone a naked Valentina Veleva as she performed oral sex on him March 17, 2017 “without Valentina’s permission or authority to do so,” she alleged in a Queens Supreme Court lawsuit filed Thursday.
