Homeless men appeal judge’s decision allowing for forced relocation from Upper West Side to Radisson hotel downtown

The city has said it plans to begin transferring residents to the Radisson, which will be converted into a permanent shelter, after the Thanksgiving holiday in “an orderly phase out.”
