NYPD top cop James O'Neill used spy plane 'three or four' times

Most of the cost was funded by the Department of Homeland Security. Equipped with sensitive radiation detection gear, the plane was supposed to be used solely to fly over international shipping routes on the way into New York Harbor. In recent weeks, O’Neill and other police officials have defended alternate uses of the plane.
