Rikers Island inmate briefly escapes to rooftop, just days after trying to swim away

Arthur Brown, who was housed at the George R. Vierno Center at Rikers Island, was pulled down from a roof on Sunday around 9 a.m. after a failed escape attempt, his second attempt since Thursday, sources said.
