Manhattan prosecutors pursuing hate crime charges against man accused of assaulting Asian American woman with a pipe

Elias Guerrero, 38, was hit with assault charges at his Manhattan Criminal Court arraignment late Monday and held in custody by Judge Jay Weiner pending the results of a psychiatric evaluation.
