U.S. President Donald Trump lays out a plan to pay for the U.S.-Mexico border wall and increases defence spending in his $1.15 trillion budget which also proposes deep cuts to the Environmental Protection Agency and the State Department. Here’s a look at the winners and losers in the plan.
