Trump again hints at national emergency to bypass Congress for wall funding

President Donald Trump sounded pessimistic of making much progress Sunday toward ending the partial U.S. government shutdown, even hinting again that he may declare a national emergency to get funding for a wall along the U.S.-Mexico border.
