Stephane Dion made ambassador to Germany, but only ‘special envoy’ to EU

Former Liberal leader Stephane Dion will be Canada’s ambassador to Germany — but not to the European Union and Europe, where he will now serve instead as a “special envoy,” the prime minister’s office said Monday. Dion is before the Commons foreign affairs committee this morning.
