Is it young people who need to focus on individual responsibility in B.C.'s pandemic, or is it John Horgan?

The people with the most individual responsibility in the entire province aren’t people in their 20s and 30s. They are Premier John Horgan and Public Health Officer Dr. Bonnie Henry. And on Monday, they took very little responsibility.
