The state Department of Health two years ago went around the state asking groups of residents on both sides of the Cascades who they thought should receive scarce medical resources in the event of a pandemic. That information is now being used to decide who will get treatment, and who won’t, if COVID-19 patients overwhelm the state’s health-care system.
